From my play testing on the beta branch it's not as bad as it seems. Every enemy and boss in the game has also gotten massive HP nerfs too so basically the level of everything has gone down, thralls were just matching the world level. Some bosses took mega nerfs. Red Mother went from 18k to 8.5k. The skeleton UC bosses went from 15k to 5k. Etc.
