It drops occasionally from Silent Legion soldiers in the Pools.The heavy Redeemed Legion will give you much more temperature resistance than the medium. They are in the boss room. There is no need to read all the tablet. 1 tablet will get you all the recipies. Killing the boss is only need to craft the weapon.
